The Organising Authority is the Cairn Curran Sailing Club Inc.

1. RULES
The event will be governed by the current World Sailing Racing Rules of Sailing (RRS). The relevant Class Rules and the Prescriptions and Special Regulations of the Australian Sailing, except as any of these are changed by the Sailing Instructions (SI) and Notice of Race. Australian Sailing Special Regulations, Part 2, Off The Beach Boats will apply. These Sailing Instructions will supersede the Notice of Race.
2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located at the Cairn Curran Sailing Club.
3. CHANGES IN SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted no later than 60 minutes prior to the scheduled start time, except that any change to the schedule of races will be posted by 1800 hrs on the day before it will take effect.
4. SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the Club flagstaff.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in race signal AP.

When more than one race will be held on the same session, the warning signal for each succeeding race will be made as soon as practicable. To alert boats that another race or sequence of races will begin soon, the postponement signal may be displayed for at least one minute before a warning signal is displayed.

Class Flags will be posted at the briefing session.
7. RACING AREA
The racing area shall be on Cairn Curran Reservoir.
8. COURSES
Courses will be defined by the Attachments to these Sailing Instructions and the relevant numeral pennant.
The numeral pennant indicating the course, will be displayed with the Class Flag on the Starting Boat.

10.1 Races will be started as follows. Times will be taken from the visual signals; failure of a sound signal shall be disregarded.

10.3 The starting line will be an imaginary line between the mast displaying an orange flag (on station) on the committee vessel (starboard end) and the start mark (port end).
10.4 All boats whose preparatory signal has not been made, shall keep clear of the starting area.
10.5 A boat that crosses the starting line more than ten minutes after its starting signal will be scored DNS (Did Not Start).
11. SHORTENED COURSE
Code flag " S " with the appropriate division flag(s) will be flown and TWO sound signals may be given as the lead boat approaches the mark. After she rounds the mark she shall sail directly to the finish line.
12. THE FINISH
12.1 The finish is shown on the course diagram in the Appendix. The finishing line will be an imaginary line between the mast displaying a blue flag on the committee vessel and the finishing mark.
12.2 A Yacht shall NOT cross the finish line unless the course has been completed correctly and all rules complied with. All yachts failing to complete the course in accordance with the sailing instructions shall be deemed DNF (Did Not Finish).
12.3 An “H” Flag will be displayed at the finish to signify there will be no more races in that session.
13. PENALTY SYSTEM
13.1 RRS 44 shall apply.
13.2 Finn Class only: Appendix P5 shall apply in accordance with IFA Class Rules C.1.1. (1) and C.1.1. (2)
13.3 Finn Class only: When wind speeds are, in the opinion of the Principal Race Officer, averaging more than 10 knots, the Race Committee may fly Code Flag O, which overrides Rule 42.
13.4 Finn Class only: If conditions alter and in the opinion of the Principal Race Officer, wind speed drops below 10 knots, the Race Committee vessel and/or Mark Boat, may fly Code Flag R accompanied by repeated sound signals. This is to indicate to competitors that Rule 42 now applies.
14. TIME LIMIT
14.1 The time limit for each race is 90 minutes. Boats finishing 15 minutes after the lead boat in their division shall be scored DNF (Did Not Finish) (amends RRS 35 and A4.1).
14.2 After more than 75% of the number of boats entered in the series for the Class have finished any race, and prior to the time limits indicated in SI 14.1 - the Race Committee may at its discretion allocate score points for that race to boats that have not yet finished, and direct those boats to go directly to the next start or return to the shore as the case may be.
14.3 Scored points allocated to competitors under SI 14.2 will be based upon their position in the fleet at that time. This changes rule 28. The decisions of the Race Committee in relation to this instruction shall be final and shall not be grounds for redress under rule 62.1a
15. PROTESTS AND REQUESTS FOR REDRESS

15.2 Protest forms are available from the Race Office. Protests shall be delivered there within the protest time limit
15.3 The protest time limit will be 60 minutes after the finish time of the last boat in the last race of the day (or abandonment/postponement whatever is the later).
15.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.
15.5 For the purpose of RRS 64.3(b) the ‘authority responsible’ is the Principal Race Officer appointed by the organising authority
15.6 Infringements of SI 17, shall not be grounds for protest by competitors, but may result in action by the Race Committee or Protest Committee (amends RRS 60.1(a)).
15.7 On the last day of the regatta, a request to reopen a hearing shall be delivered no later than 30 minutes after the party requesting the reopening was informed of the decision on that day (Amends RRS 66).
16. SCORING
16.1 The low point scoring system, RRS Appendix A4.1 will apply.
16.2 Fireballs: One (1) race is required to constitute a series.
16.3 Finns: Three (3) races are required to constitute as series.
16.4 Each boat's series score shall be the total of her race scores, excluding her worst score once 5 races are completed.
17. SAFETY REGULATIONS
17.1 For each race session each boat shall be designated as “signed on” if they cross the start line and comply with the starting procedure and associated rules. Failure to comply may result in a boat being scored DNC for the race or races without a hearing. This changes Rule 63.1.
17.2 All boats shall be deemed as ‘signed-off’ upon returning to shore, and boats retiring will be required to notify the Race Committee no later than the end of protest time for that day. Failure to comply may result in the boat being scored DNC for the race or races without a hearing. This changes Rule 63.1.
17.3 Personal Flotation Devices. All competitors shall wear whilst afloat, a personal flotation device, which is in good condition and in accordance with the specifications issued or approved by Australian Sailing. Failure to comply with this instruction will result in the boat being scored equal to ‘DSQ’ for the race or races, without a hearing. This changes Rule 63.1.
18. REPLACEMENT OF CREW
Substitution of competitors will not be allowed without prior written approval of the race committee.
19. EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected for compliance with the class rules and sailing instructions at any time. On the water, the race committee or measurer can instruct a competitor to proceed immediately to a designated area for inspection.
20. SUPPORT BOATS
Team Managers, Coaches, and other support Personnel shall keep more than 50 metres clear of any competitor or mark of the course between the preparatory signal and the finish of the last boat in a race, except in boats provided by the organising authority or when asked to assist by the Race Committee.
21. RADIO COMMUNICATIONS
Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.
22. PRIZES
22.1 Prizes will be determined by the relevant class association based on number and/or type of entrants.
22.2 Additional trophies will be awarded at the discretion of the organizer and/or class association.
23. DISCLAIMER
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race.The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. All those taking part in races do so at their own risk and responsibility. The C.C.S.C. is not responsible for the seaworthiness of a boat where the entry is accepted, or the sufficiency or adequacy of its equipment. The C.C.S.C., its members, or those persons assisting the C.C.S.C. will not be responsible for damage to boats caused by club rescue boats or by other boats assisting in rescue duties or in any other circumstances or manner whatsoever. The conduct of a race by the C.C.S.C. shall not be taken as an indication that conditions are safe.
24. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of not less than AUD $5,000,000 (recommended AUD $10,000,000) per incident or the equivalent
